A recent report has shed light on the tragic drowning of a couple in Liverpool, attributing the incident to the sewer network's inability to handle heavy rainfall.
Elaine Marco, 76, and her husband Philip, 77, lost their lives when their vehicle became submerged in floodwater in the Mossley Hill area in August 2023.
The report, commissioned by Liverpool City Council and engineering firm Mott Macdonald, revealed that the sewer network's "surcharging" during heavy rainfall was the primary cause of the flooding. The highway drainage system also contributed to the flood.
The incident was not an isolated one, as four other vehicles had become submerged in the same area in the months leading up to the tragedy.
The report recommended that United Utilities, the council, and Network Rail work together to find permanent solutions to reduce the frequency and impact of flooding in the area.
Since the incident, Liverpool City Council has installed measures such as sensors, CCTV cameras, signage, and road barriers to provide early warnings of rising water levels.
